About EPG

EPG is an independent, non-profit think tank focused on energy and climate policy in Romania and the European Union. Founded in 2014, EPG operates as a policy research institute primarily financed through competitive grants, philanthropic organisations and, to a limited extent, private sector projects. EPG aims to promote an evidence-based dialogue on how to balance decarbonisation, economic competitiveness and social fairness, engaging decision-makers, industry, and the public.

The role: key responsibilities

The Data Analyst supports the organisation’s research and policy work by transforming complex datasets into rigorous, policy-relevant insights. The role involves collecting and managing data from national and international sources, conducting quantitative analyses, and contributing to modelling and impact assessment exercises that inform reports, policy briefs, and stakeholder engagement. Working closely with researchers and sectoral experts, the Data Analyst ensures analytical robustness, develops clear data visualisations and technical outputs for decision-makers, and strengthens the organisation’s overall evidence base through transparent methodologies and reproducible workflows.

Your responsibilities will include:

  • Identify, collect, and curate datasets from national, EU, and international sources (e.g., Eurostat, national statistical offices, ministries, regulatory authorities, open data portals).
  • Perform statistical and quantitative analyses to inform policy briefs, technical reports, and impact assessments.
  • Develop and maintain structured databases to support research projects (e.g., energy balances, emissions inventories, socio-economic indicators).
  • Collaborate with sectoral experts across departments (e.g. power, buildings, transport, industry, agriculture) to ensure accurate representation of sector-specific dynamics.
  • Contribute analytical sections (including charts, dashboards, tables) to policy reports, white papers, and presentations for decision-makers and stakeholders.
  • Support scenario modelling exercises (e.g., decarbonisation pathways, energy system modelling, macro-economic impact simulations).
  • Respond to ad-hoc data requests from project leads and senior researchers.
  • Mentor junior analysts or research assistants when relevant.

Why join EPG?

Independence and impact

EPG is funded through competitive grants and philanthropic organisations; we do not accept money that requires predetermined conclusions. Your research serves policy impact, not client interests.

Policy relevance and real-world impact

Your scenarios will directly inform national energy and climate policies, including NECPs, long-term strategies, and decarbonisation pathways. You will have the opportunity to engage with ministries, regulators, and other public stakeholders, presenting how modelling results can translate into concrete policy measures.

Core expertise in system-level modelling

You will focus on economy-wide energy and GHG emissions modelling, working across all major sectors. This system-level perspective places you at the centre of EPG’s analytical work and offers a rare opportunity to shape integrated, national-scale scenarios rather than isolated sectoral studies.

Collaborative, interdisciplinary environment

You will work closely with data analysts and sectoral researchers, combining quantitative modelling with deep sectoral knowledge. This collaboration strengthens the robustness of scenarios and ensures their relevance for policy design.

Due to our small, grant-funded think tank structure, candidates must accept specific conditions:

  • Flexible task allocation. Team members contribute beyond their core research role. You may be involved in proposal development, stakeholder events, and internal knowledge sharing.
  • Limited administrative support. Team members do some of their own coordination and logistics.
  • Funding uncertainty. Grant-based funding means some uncertainty about the future project portfolio.
  • Commitment. You must be willing to stay in or relocate to Bucharest and maintain a regular office presence (hybrid working).

Candidate profile

Experience:

  • 3-5 years of relevant professional experience in data analysis, quantitative research, or policy analysis. Experience in the energy sector is highly valued but not required.
  • Proven track record of conducting quantitative analysis to support reports or presentations for decision-makers and stakeholders
  • Experience working in multidisciplinary teams and collaborating with subject-matter experts.
  • Familiarity with supporting modelling exercises or scenario analysis in policy-relevant fields (e.g. energy, climate, macroeconomic, social policy) is considered an asset.

Skills and abilities:

  • Strong quantitative and analytical skills, with the ability to interpret complex datasets and extract policy-relevant insights.
  • Advanced Excel skills and experience working with structured databases.
  • Ability to translate technical findings into clear, accessible messages for policymakers and non-technical stakeholders.
  • Strong data visualisation skills and experience preparing charts, dashboards, and analytical tables for publications and presentations.
  • Basic understanding of research methodologies, data validation, and reproducibility principles.
  • Ability to manage multiple projects and deadlines in a research-driven environment.
  • Strong written and verbal communication skills in English. Working knowledge of Romanian is an asset.
  • High level of attention to detail, accuracy, and methodological transparency.
  • Collaborative mindset and ability to work effectively in multidisciplinary teams.

Additional requirements:

  • Strong interest in and solid understanding of energy systems, GHG emissions, and climate policy at national and EU level.
  • Clear understanding that working in a small, grant-funded organisation implies flexible task allocation beyond the core research role.
